Ha, ha, ha!!!
It is for expelling flies in summer. I'm not sure if it really works. It is very annoying that flies are buzzing and flying around. Specially, in stores, where the insectcide can't be sprayed, people hang it from the ceiling.
It is very strange situation to foreigners like you. This things make flies scraed and expel them away.
It was strange even to me at first. However, I got to know the reason and I could see that it really worked. It's wisdom of life.
I heard flies like color white. Someday maybe white plastic gloves will be more popular than the transparent ones. I think the purpose of them is not just expelling flies. There are advertising effects, too.
